    Establish what exists

    Preserve and document the artifacts, their provenance, and the authority under which they are examined.

    Separate observation from inference

    Record what was observed apart from what it might mean.

    Test alternatives

    State competing explanations and examine each against the available evidence.

    Classify the finding

    Mark what is known, what is assumed, and what remains undetermined.

    Translate evidence into a defensible decision

    Issue conclusions that are traceable, calibrated, and no stronger than the evidence supports.
